“Well they’re not doing anything that’s necessary to move the needle. When you say it’s an emergency, that’s supposed to give governments power to do all sorts of things that are outside the law in order to cure the emergency and we’ve barely tried anything… Even the decriminalization experiment that’s going on in the Lower Mainland right now is not really doing very much clearly as we can see by the numbers now…”
